You join one, and you also join the other there are 2 separate IP's, Join one of them and you get included in the other, they both lead to the same server, I shall not give out ip As that is advertising

I'm not completely sure but maybe they bought another IP from their ISP and had it link to the other one. Kinda like when you buy a hostname and it links to an IP address.

But like I said I've never seen an IP linking to another IP so i'm not completely sure if that is what they are doing

Happens when you announce a secondary IP to the masterlist.

Many servers has several ips pointing to them, so if the sa-mp server just binds to 127.0.0.1 instead of a certain ips, all ips on that dedicated server will work.
