Ive recently got a new computer than runs SA at near 100fps, it plays awesome, but I have been unable to swim fast in water and strafe. I have been able to fix this problem by going into display settings and turning frame limiter on. Frame limiter limits the fps to 25 fps and it makes the gameplay horrible compared to 100fps. Is there anyway I would be able to play without these problems with frame limiter off?

EDIT: was talking with some friends and they helped me solve the problem

Good to hear you got it fixed but basically its a GTA SA issue where the speed of things in the game is based off your frames.

Try turning VSync ON (put max. AA and AF too), it will give you 60fps.
