is there a way to make it so you can pay-n-spray vehicles that when you go in it sais "whoah, i dont touch nothin that hot!"
i need to be able to pay n spray cops cars and such.

GTA SA has default cop cars disable to respray. But you can do it with
GetPlayerPos
SetVehicleToRespawn
SetPlayerPos
PutPlayerInVehicle

ive already done that set vehicle to respawn but, it just respawns the vehicle, it doest actually fix it or anything.

The answer to your original question is no, but you can do a workaround as Leopard suggested, but it can be quite awkward. (At least it was when I were a newb.)

not possible with original pay n spray;
but its possible to create your own, just with using some markers and onpickup
same goes for tune shops
you will need menu's to replicate the options;, i recommend having 3 diffrent menu's
aircraft, tuneables, lowtuneables,
aircraft = aircraft
tuneables = sultan as example;
