This is for the new servers who start up and have no one online majority of the time. What's your advice?

Well, firstly, you should try and get players. You can do this by getting a hosted tab and advertising (mainly). However, you could make any roleplay of your choice. If you're talking about what theme you could make a small roleplay server, make small seem big. Make it unique and authentic- like no one else has used. However, if you're talking about using a roleplay server that has no one on, if you have no theme, make one up. If you do, talk and agree on a roleplay you want to do. I could've really misunderstood this question but that's why I understood from it.

Create a discord server and invite all your friends, ask your friends to bring their friends and then you'll have a small community. Once you have a small community start advertising your project on samp forum and set a grand opening date.
Once you're done with making a small community focus on getting more people in your community by proper advertisements and SEO. Create a forum where your people can reach each other, besides the discord server. This step is needed for promoting your community.
Once you're all set, inform everyone in your community about the grand opening date and launch.
