Do people really not remap their keyboard?

Do players really not customize their keyboard keys to make them match games they have played in the past or otherwise seem more logical to them?

I joined on an RP server a long time ago where they had a driver's license test. Money was hard and the test cost. At the start of it I was told to press H to open the gate. That did nothing. I ran out of time and failed the test at the first obstacle. I learned later that they wanted me to sound the horn, which is the Shift key. Ok.

But just recently I returned to another server where, as police class, player has to press "right mouse button" to fine an offender. I press that (jump), ask the suspect to wait, and press every button on the alphanumeric section of the keyboard, punch him a few times with the shoot button while at it, and end up looking like an idiot. I asked a few people what the right mouse button does, they say it does nothing, and that the fine button fines. lol. They actually wanted me to press the Aim Weapon key (Delete).

My main server does translate the keys to the actual labels. But still when a player asks how to do X, others tell him to "press alt", not press secondary fire, and everyone seems fine with that (including those who asked).

I find this unusual, as I always customize the hell out of a game, to understand its options and make it mine. I resent that it is not possible to change actions in other interfaces that foot/car (casino gambling, jetpack, helicopter, plane). In Carmod Enter exits the dialog (Enter is okay/accept typically) and in Jetpack sprint makes it go up (not jump). Does this stem from San Andreas being a console game, where the gamepad is only option?

Good read.

Well, some keys are widely used in sa-mp like LMB, RMB, Y, N, H, LALT, CTRL. These keys should be kept as default, because if you change the Primary Fire Key to Y, servers will still identify it as 'Left Mouse Button'. Use LMB and it won't work, because you changed it to Y already.

I don't find it really important to change the default keys, maybe because I'm used to it already..
