If you want to see the model textured in Blender then you need to make sure that Blender is looking to a specific folder to find the textures, once you've done that just simply click image and export all the texture images to that folder then open the model and the model in Blender will receive it's texture. If you are having issues with this take a look at Kalcor's tutorial: https://sampforum.blast.hk/showthread.php?tid=643636

But if your talking about how add texture to a model.

You have to first map the texture to the model and then export it (Don't forget to use Unwrap UVW to avoid texture stretching).

Then open the TXD file then go to file, new choose the size and add the texture. Unless your replacing a texture, then just replace but make sure that the texture file name is the same as the one mapped to the object in Blender.

No alpha needed as the texture has no transparency.

Just a tip: I'd recommend using MagicTXD instead of TXDWorkshop as it's better at compression for textures. It also has more features that you may find useful.
