Alright this might sound silly, Uninstall SA. Restart your computer, Then when your re-installing. Create a folder in My Documents or any easy accessible folder. And use that location to install SA. Then install SA:MP, Also make sure your GTA version your installing is 1.00, 1.01 and 2.00 will not work with SA:MP.

i know what your problem is, your halli media splitter...you have a codec or a codec pack installed which is interfering with gta, there is an exclusions list (usually) on codecs where you can type the gta_sa.exe process name, or remove the codec all together
