Fix your internet, and don't use wifi.

On a serious note though, if you are on wifi, that will cause trouble like this. Whilst it can handle browsing, and 'being online', when it comes to SA-MP, if the connection isn't stable, and is over wifi, it'll drop out a lot.
It's either between the laptop using power saving methods to cut down on the battery usage, or that the wifi is on a crowded channel, not getting good signal, or that others are on the network hogging the speed needed for the game.
It could also be slow connections from the modem connection itself.
