unable to load latest streamer with 2017 vcredist

I got vcredist 2017 packages, x86 and x64(they are 4 in total.. 2 x32 and 2 x64) installed.. but still my streamer fails to load :/, also MySQL R40+ plugins.. please help

Streamer requires 2012 verison of the VC-Redist but I'd say that you install from the beginning till the latest, and both x86 and x64 versions.
