Hello,
Is there any command that can kick a nickname on IRC but the command is from in-game?
I mean, while you're in-game you can kick a nickname on IRC even you're not connected on your IRC Channel.

As for your question, no... You have to make one.
You make the bot op (As it needs op status in the channel to kick), you make a command in your script, to pass the command out to the IRC server, and use the IRC commands to kick the player from the channel.
If you're having trouble with a person, you may want to look at a Channel Protection Bot, in some from of eggdrop, or limit them to not be able to chat into the servers chat, or at least not have them able to talk into the server without some sort of whitelist/verification.
