So i tried removing the san fierro garage where you had to do missions at in singleplayer with cesar, i mapped it to a basketball court, but now the view is bugged if you get on it... how to fix this?

You can't unfortunately. This is an effect added by so called CULL zones which cannot be edited or removed in SAMP, sadly.
