Take a look at your server log file, it might give you an indication of why it's not working.

What about mysql_static or try to upgrade to a newer version that supports R5 functions.

Code:
[23:48:30] Loading plugin: mysql.so
[23:48:30] Failed (libmysqlclient_r.so.16: cannot open shared object file: No such file or directory)
[23:48:30] Loading plugin: irc.so
[23:48:30] Failed (libcrypto.so.0.9.8: cannot open shared object file: No such file or directory)
Download Irc.so and put in on your Plugins Folder
and download mysql_static.so

Because mysql is for Windows
and mysql_static.so is for linux.

Switch from CentOS to Ubuntu or Debian, get the latest plugin versions from github and it should be working. You are using a very outdated OS and a very outdated plugins, no wonder why they won't work.

That's right, or purchase a server from sa-mp hosting.
