Go with whatever OS you are comfortable with. SA-MP on Linux is a good choice if you are able to use the command line. Ubuntu LTS is a good choice if you are new to Linux since it's stable, well documented and reasonably user-friendly.

Ubuntu, Debian, CentOS, it all depends on you. It doesn't matter which one, it matters how YOU are able to use it.
