If you can set dynamically the textures with an image and refresh it at least 24 times? then I think you can (for a smooth video)
Then you can capture the browser and use the image as texture.

These are one of the reasons for which people prefer samp.
It loses a lot of originality, why do you need a browser inside SA:MP when you can ALT TAB and check it?

Creating a lot of textdraws and switching continuously needn't work as ping keeps changing. If someone's ping changes from 200 to 1000 suddenly, he won't see the video run smoothly. Moreover, it is a bit messy.
It would be nicer if SAMP would allow servers to send videos and play them.

I don't think it's that necessary, remember, keep the game as native as you can, that's what Kalcor made sure to do. plus, you can get an in-game browser if you use some really good third part programs, like overwolf.

CEF is good for sa-mp.
Just image the callback between cef and sa-mp like the login system.
Live streaming in-game for player (Boxing, stunt events....)

It's not only to have a browser inside your game folks.. It's about CEF and what you can do with it.
With CEF you can create a really nice smooth user interfaces with HTML, CSS and even Javascript.
One big game example that use CEF a lot is Battlefield 1, the whole UI is created in CEF (HTML, CSS and Javascript).

People are asking for CEF while there are a tons of bugs, sync issues and useful functions missing...
