Why are you panicking about this? It's GTA San Andreas, it's not GTA VI. What else do you expect?

And I think this is normal.

It occurs in SP too, so it is not related to SAMP.

That's because you hit the vehicle models limit:

https://sampwiki.blast.hk/wiki/Limits

If you go above it some car parts start having darker colors, it doesn't happen all the time though.

Look at the bottom of the page I sent you. All you have to do is not have more than 150 models loaded in the same 400 meters radius of the player.
