2: Open task manager -> close any not needed background app's/Services...

Sounds like you're using the steam version, ****** "samp steam audio crash" or something of that nature.
Also, stuttering could also be an issue with your hard drive, memory, GPU, etc, anything really. What are your specs?

poor low end proccesor i dont remember which one but i have 100% CPU no matter what.
4gb ram,
Nvidia geforce 1050 ti or something like that (2gb)
1tb hard disk
umm anything else?

malware or shader caching maybe, disable shader caching in nvidia 3d panel (i doubt this is the problem as other games work fine)
you can also try decreasing draw distance in gta settings

Run a MalwareBytes' advanced scan. It might take upto 10-15 minutes, but It'll clean off your PC.
