I noticed when i join my server, samp.exe getting deleted from my gta san andreas folder and have to install sa-mp 0.3.8 RC1 again to open it.
This problem only appears in 0.3.8 RC1.
With 0.3.7 i didn't had this problem. I already reinstalled my sa-mp without any succes.
EDIT:
I found out that windows defender is removing samp.exe.
