You can probably do this yourself by using common methods such as locking the dff, or causing a overflow in the textures.

You set a range of time and the model will only appear visible within that range. Think of lights which only show at night time.

This is a RC (BETA) version, your download will only be publicly released when it becomes official, which I believe only in 2018.

No server should be using this version as there are many bugs and security issues currently.

There are currently no restrictions on when you can call these functions, but be aware that if you do not call them inside OnFilterScriptInit/OnGameModeInit, you run the risk that some players, who are already on the server, may not have downloaded the models.
It would be nice to add some native like StartPlayerVirtualWorldDownloading to re-download new models for a player.

Also downloading the models should be possible when the game is minimized.
