Hello friends of SA: MP wanted to know if there is any way to detect that users downloaded a gta mod?

I want to make a server with thematic which is necessary and mandatory to download the mod for them, is there any way to do this ?.

For example a long time ago I saw a server that had something similar detected by means of the Audio Plugins DLL (I think) if it had or not, it is clear that this DLL placed it in its contents.
Any way to do something like this?
