Recently I have the same problem like this guy had on this topic

I have 10k object and sometimes vehicles falling down from the map. I have latest version of streamer and i frezze player for 3 seconds to load map but vehicles still fall down. Object are dynamic and vehicles are used like CreateVehicle, Any solution ? Thanks

The best way to solve this is to create SAMP Custom objects, CreateObject,

As you are freezing the player for 3 seconds, but the vehicle loads as they should , By freezing the player you are only preventing the player not to fall.
