Yeah, Bro Sew is right, my friend too has a VPS and he put it in a Open Game Panel, so he can make Servers with amount of slots he want..

He might be talking about dedicated server, You can make number of servers you want but only if you have a good dedi-server.

Of-course you can but you might need to spend alot of $$$ to buy a good VPS/Dedi to host 1000 servers without any bumps.
