Title says all, how would I achieve this?

Basically, if they just registered is it possible to have an NPC bring them on a boat, what happens if there are for instance 5 people registering at same time? Do I need 5 NPCS?

Maybe make it random, And make much boats, But if you want everyone to be alone on a boat, make different VW's.. and same boat.

Not possible, first off a single NPC cannot be at different positions at the same instance (unless you do some tricky desync stuff, but doubt it), and so there rest I don't have to point out. Try something using actors.
