If i removeplayerfromvehicle, time where is in createvehicle or addstaticvehicle(ex), will still respawn vehicle or no?

Think logic , RemovePlayerFromVehicle to you is a function that respawn the vehicle?
And you don't need respawn the vehicle after you created.

I don't ask that, i mean if i removeplayerfromvehicle, parameter in createvehicle when without driver vehicle respawn, does it respawn or no

Read the respawn_delay description. It should after the time you put there.
And the AddStaticVehicle i don't think it respawns, no documentation on it , only for Ex
