Why not use openAI? It is made for these type of things. I'm bit too lazy to explain how it works but it will get the job done. I guess you're using Python. Btw I am also learning machine learning.

One piece of advice: start with small things before going for big ones.

Develop an algorithm to classify gang tags. You can do it using a neural network or a decission tree, compare the performance of both implementations and you have done half of the tasks.
