Well, we can consider your web proper site since you are a beginner.

But you don't have an eye for color and design. Colors are ugly and they don't fit the site. Also, header image doesn't match at all. I see you're using 00Webhost's website editor, that's total because you have never heard of HTML & CSS.

If you want to design a real website learn HTML and CSS. Those two are website coding languages. It's totally different then 000Webhost's editor, you have to write code instead of one-click.

The background image is incredibly stretched out, making it VERY blurry.
The buttons look messy, they aren't aligned the same way. The "Advertisement Application" text is also improperly aligned. Why is "US" in "Contact US" in capitals? "*******" in the third button is only readable if you hover over it.

The contact page looks messy. The image is stretched and the text not readable. (Dark-grey on black.)
The navigation buttons on top, to go back to home and such, are not readable at all. (Black on black.)

That looks a lot better than the old one, but still not perfect in my opinion.

For designing logos and banners, I recommend using GIMP. It's like photoshop, but free and simple.

For web design you should start with the basics of HTML and CSS. There are plenty of good tutorials on ******* for that.
After you know the basics of HTML and CSS, you can learn how to use bootstrap, which is a framework that lets you make websites faster and easier.
I can also recommend using a free CSS template, from http://www.free-css.com/free-css-templates if you do not want to make your website from scratch.

Keep in mind that you should use the same color scheme everywhere on your website. The logo/banner and the colors from your HTML should match.
