CTRL ALT DELETE -> Task Manager -> Startup tab -> find suspicious shit -> disable
Reboot and it should not start again
However, shit like this tends to change your homepage and install add ons to your browsers, so take a look there too

People still getting tricked to run such malicious files lol. I don't remember how to fix it, but my advice is, if you're downloading something expecting it size to be 5 GB and it just downloads a file which is 500 KB as a "downloader" you should be sure one hundred percent that it'll install shitty programs, also, whatever asks you to turn anti virus off is malicious, and before you turn anti virus off, you should check what's that virus type, for a game hack, I'd expect a hacktool/injector/sniffer type of viruses, but if the anti virus states that it's malware/adware/spyware then you shouldn't run it.

Why is a client for dll-files.com even a thing? A DLL belongs to a greater whole and you should be looking for that greater whole rather than the single DLL files. For some reason people are wary about downloading dubious .exe files but when it's a DLL it's suddenly OK even though they are both essentially the same. They both contain compiled code and the only difference is than an exe gets invoked directly whereas a dll gets invoked indirecly.
Run MalwareBytes. Or just reinstall Windows. I recommend ninite.com to automatically reinstall all you apps.

If Problem still exists, only thing left is to Hard-Format your HDD and re install Windows. Its nothing more then a Malware. if you could find it in your PC ((Which is most probably in System32 folder)) you can try deleting it. else bak up your ONLY IMPORTANT data and delete everything.
