Would there be any possible way for the NPC's head to remove when shot in the head, just like how the GTA SA NPC's do? (When shot in the head, their heads will be remove, substituted by a mess of blood sprouting from the victim's neck)

There isn't any way to do like it. But I think you should try attaching objects to the head to acquire some good effect.
