Well yeah as everyone know that no one will join a server having 1-2 players. So how that person will start his community. He'll advertise , players see the playerbase 0 they won't enter them how will he gain players.

Get some help, make a trailer video, and put it everywhere you can.
Make sure to point out the server's strengths in that video, so you get the people's interest.
You can even put it on the ad section here. It's not much, but it's a start.
And if your server is good, even people who look it up on the server browser will stay.

I thought about trailer but damn my pc is low end and won't record more than at 10 fps

Gather some friends, ask them to stay active (you should also do that) and help to spread about server.
