I fail to understand, PAWN is definitely not a scripting language, since we compile our code..
Why are we referring to the programmers as scripters then, rather than just coders?

PAWN is an embedded scripting language. And the fact you have to compile your code doesn't imply that it's not a scripting language.

People create filterscripts and gamemode scripts with it. I think that's why they're called scripters.

Programmers write code that runs directly in Windows like any exe file.
Scripters write code that doesn't run directly in Windows but needs a separate program that runs the code you wrote, like the "samp-server.exe".
