Best way would be to simply look at the releases tab on the githubs, and in there find the right version for the older server.

None of them relies on certain SAMP structures or addresses, so both should work.

However, streamer might not work (properly) since it uses some functions added in post-0.3e versions, so you'd have to cut down these features from both streamer and sampgdk sourcecode.
