I run the same function OnGameModeInit and when i type /chouse ingame, and when I run it ongamemodeinit it creates checkpoint and a text label on x, y, z coordinates, but when I type /chouse, it saves the data into mysql, but doesn't create checkpoint and text label until server restart?

what's the problem?

You will need to create the checkpoint and the 3D text label in the /chouse command.
