Anyone know how I can fix this? The objects attached to my character and other characters flicker extremely bad, flickr.asi helped a bit but not much. Reinstalling helped too, but it didn't last long. I reinstalled, the flickering was very minor, then after a while it's gone back to what it looks like in the video. Any ideas?

Where in Single Player to objects attach to peds? I don't think that ever happens.

I thought it was the hillside flickering, but then noticed the vests. That could be related though as it is in time with when it does flicker (Hillside and Vests).
If you could, it'd be a good thing to make a longer video, rather than having us replay the video over and over trying to figure out what is flickering.
Do you notice it anywhere else?

It's all over, any object attached to a player flickers like that. That was just one example. If you want, I'll try and take a better quality and longer video.
EDIT:
https://www.youtube.com/watch?v=AMinKH6ewvs You can see the cross flickering, along with where the glasses meet the head and on the face occasionally. The glasses are worse on one of the female skin, because the glasses are so close to the face but aren't actually in the face. I've never that this happen too until like a month ago or so.

Fixed, apparently it was a buggy stupid fucking first_person.cs mod. I don't know why that would cause it but it's fixed now.
