DO NOT download a .dll. The reason you are getting this error is because you're missing a "package" of some sort. Downloading just a .dll won't fix your issue.

^^ Indeed... Find the right package that contains this dll, and install that.

By simply downloading a dll, you leave yourself open to being compromised... Not hacked... But bent over and compromised.
