I have i problem with downloading Gta sa whenever i download it i always get this message
*THE CODE EXECTION CANNOTPROCCED BECAUSE VORBISFILE.DLL WAS NOT FOUND*

And that dll, comes with GTA SA, so reinstall it.
If you have it there, you may have to whitelist GTASA in your anti-virus.

A friend of mine had this problem as well at some point. Took a file from the internet and solved it.
Idk if it was the same site as it was listed above, but you may give it a try. Maybe it saves you from reinstalling everything.

I usually keep an old install handy in a folder off my computer so in this sort of event I can simply replace the file
Usually so I can remove mods and such when finished with them.

Scanning the file with AV/AM software, for starters. And if something does go wrong, I'm able to restore my files.
