I want to know how to choose a VPS for a server and what is the best place to buy VPS from and why there is too many VPS plans ? and what is the difference between each VPS ?

There's countless topics about what the best VPS provider is, which basically always boil down to OVH or one of its resellers. For a simple SA-MP server you don't need much. One vCore and 256 MB RAM will usually suffice for a small to medium-large server. Two vCores and 512 MB RAM is the sweet spot if you want to run some additional things like a MySQL server or a control panel. Watch out for bandwith caps, though. A 100-player server that is full 24/7 will use about 1,300 gigabytes of bandwith per month. The smaller packages usually cap it at 1000.

Then there's KVM and OpenVZ. KVM does bare metal virtualization and the promised resources are allocated to you only. OpenVZ on the other hand is software virtualization and system resources are shared between VMs. OpenVZ VPS' are cheaper but are often oversold and more susceptible to bad performance due to someone else hogging the resources.
