I can't port-forward

I have tried everything step by step written in the guidelines but it still doesn't work.

I have a TP LINK WR 740
What I've done just for confirmation:

1. Port-forwarded my IPv4 address that's in the private network (yes what I see in cmd under ipconfig: 192.168.1.104) PICTURE
2. Opened the port in my firewall, both UDP and TCP in and out.
3. Started the server.
4. Got my outside IP address from external website and gave it to my friends. http://whatismyipaddress.com/

My friends still can't see the server in the client. I even tried to make my computer the DMZ in the router and I tried turning my firewall entirely off. There's no computer between the router and me, I have direct connection to it. I tried to check it in the sacnr server monitor and on http://www.canyouseeme.org/ but they can't see it. Says the port's closed.

I have the basic windows one in windows 8.1.
On router I have SPI Firewall.
