U can start mapping with SA:MP Editor and add it to ur server.
About tis screen shot then u have to know about Materials and SetDynamicMaterial
Try to find tut about that.

Try to start Adding simple object with SA:MP Editor (OR ANY OTHER MAPPING WAY) and find tutorials, about how to create such object like these !
