Isn't unity good enough for this? Make a online based DM with web based unity?
In early days when 3D graphics card was very expensive i created some 2D platformers, adventures etc Flash games with Macromedia Flash mx. But i think that software is discontinued since 2005

Either Unity or Unreal Engine will do if you want good graphics.

Unreal engine don't charge you anything i guess. They don't take your royalty.

BTW, Gamemaker is really really simple.

Unreal Engines dev kit is a dog of a thing... So hefty and intense.

It is good, but damn you'd better have a good PC for that.

I personally prefer the Unity Engine, it's the most user friendly in my experience and the graphic quality is pretty nice. Also doesn't use a lot of resources so a low end computer can run it smoothly.
