Put advertisements round your town or city. Post in newspapers, post leaflets through peoples houses. Or even better, carrier pigeon.

Actually player numbers show that the internet tab just plays a minor role. Player numbers barely dropped at all when the list went down.
There was a 10% drop in player numbers, and after just a week it returned to normal, though the list still wasnt working.
Why? Because people dont just browse the list all day, joining 100 servers per hour, until they find a cool one. Nope, the list wont bring you any returning players.
So if you dramatically miss players on the server, you cant blame the list for it, you can only blame it for 10%. If you got 5 Players on the server, youd have 5 and a half with the internet list working.
Perhaps most people ot their favourite list, filled with servers friends recommended to them, or found in forum ads and ******* videos. So

Phase 1: Create an extraordinary advertisement or video that makes people interested
Phase 2: Interested people share it with their friends, and with their friend's friends, and with their friend's friend's friends.
Phase 3:
Phase 4: Profit
