Hello guys,
I upgraded my windows up to windows 10. Now I have problem it stuttering little how does it come?

SA-MP runs without a problem on my Windows 10. No shuttering and other stuff. A video will explain it better.
Make sure no mod is causing the problem.
If you run GTA:SA as administrator, run SA-MP as administrator, too.
Make sure the resolution and other settings are set correctly in-game.

Make sure you have your drivers up to date for your video card.
