Whenever I try to start the game it says that d3dx9-43.dl was not found and it also says that GTA SA requires a Directx 9.0 even though it was already installed but still not working. Thanks for your help in advance and I will surely give a +rep for helping.

When reinstalling, reinstall to a new folder (Delete the game folder between installs), and if it continues, to a new path altogether.
You'll need to try to reinstall DirectX regardless if these do not fix it.
You need to install DirectX library.

Jesus christ people, Do we all need to say the same thing then end up with someone posting up DX11?
It's Direct X 9 that's needed. Stop postwhoring, and rep hunting.
