Basically idk how to say this but all plugins load, everything loads till the end and after all of them load for the next 40-60 seconds didn't quite calculate it but it's around that, the game mode starts after that time so what makes this delay?

Post your server log so we can get a better look into it. Reasons can vary; poor script optimization, slow mysql database connection, etc.
