I am on Windows 8.1, recently downgraded from Windows 10 as it was slow.

I am unable to start my local samp server. It's giving the following:

The program can't start because api-ms-win-crt-runtime-I1-1-0.dll is missing from your computer. Try reinstalling the program to fix this problem
I've tried everything below
  • Redownload and update the Streamer Plugin
  • Download the plugin listed and place in System folders
  • Reinstalled visual C++ 2013 and 2015
  • 2015 Unable to install due to windows81_x64 not being able to be completed
  • Worked fine on Windows 10
  • Ran sfc /scannow in cmd prompt
Anyone have any suggestions? I believe it's related to C++.

If windows 10 is slower than 8.1 for you, then your doing something wrong. Windows 10 is an UPGRADE. I used to have 8.1 and it's garbage compared to 10. Go back to 10 and your server issue is fixed

Otherwise, you can use the releases page to find the latest streamer.dll that doesn't need 2015 runtimes.

In saying this, you'll have to be mindful that you will have to fix it before long as running older plugins, isn't the best plan, but it should get you at least back to functioning.

Ok thanks.

Im not sure why windows 10 was slower, I used the microsoft tool to upgrade but reading up, windows 10 isnt supported the best on Toshiba Laptops.

Thanks for the other URL, its only whilst I make my GM.

You have to install this update first: https://support.microsoft.com/en-us/kb/2999226
Then you have to reinstall MSVC++ Runtime 2015 (x86)

Windows 10 already have this update, that's because you haven't this error on Windows 10.

With the upgrade to windows, the reason why OEM laptops have issues (Dell, Toshiba, IBM, etc) is because they have special software that run on the old OS.

When upgrading those apps still stay, and aren't as good (Cause crashes, and other errors). So what your best bet is, is to create your recovery DVDs, then to download the Win 10 ISO from MS, burn it to DVD/USB, upgrade via the Windows you have, then once it's upgraded and validated, then format it outright.

Then it'll be a clean install, without those OEM apps. You may find updated versions of the apps that are from the laptop on your laptops support page.

But yea, it's fine to stay on the old windows, but me myself, I've been converted, even though I still haven't upgraded my laptop to Windows 10 (Toshiba ) my gaming PC, is straight win 10.

When I upgraded my main box, nVidia Experience software broke, real bad, and caused real trouble, but a full clean install of windows, downloads the drivers automatically (Through Windows) but missed installing Geforce Experience, so you can install that separately.

If you are tech minded it's a bit easier, but for end users, it's a massive muck around.

You may be wise to wait until some of the OEM software is updated, and try find out what date the free upgrades finish, as it could be a complete leap of faith at that time, to simply see how it's going.

Windows 10, is the way of the future.

My main rig uses windows 7 and I haven't even dared to try and upgrade.

I'll have a look at the method you've said, I've read this a few places.

So I would upgrade then insert the DVD/USB and boot from that and install fresh over the top?

When you upgrade, the validation goes on your hardware, and it sends that off to their validation servers. After that when you format and install, you can simply validate online, and it should pick up that your hardware is the same.

Read up though on the rollback option, and watch plenty of videos.

And make sure you update your system installation media and have it handy, just in case.


It really is those other programs that when you upgrade, conflict, that cause the bad reviews.

It's always better to reformat the computer when you upgrade to Windows 10.

Use that tool to install Windows 10 again. Although, you do need to know your product key and many laptops do not come with product keys especially Windows 8 laptops.
You're going to need a USB drive or a DVD to put the image on it and install Windows 10.

Actually, you don't... If you validated your Win 7/8 PC, then your hardware is registered with MS already.


You simply need to do an upgrade, validate, then you should be able to revalidate again once Win 10 is clean installed.

OEM keys for PCs, actually aren't even used to install the original OS. It's only when you put a clean install of the original OS that the key is vital.
