What am I supposed to do?
Reinstall the SA-MP pack?

OMFG, click on "Select a program from a list" and choose notepad.exe
Alternatively open notepad and then goto File >> open >> and then locate server.cfg

You can install a Notepad++. And RMB - Edit with Notepad++
