Use mysql static builds as they contain the prerequired libs inside for the most part. (libmysqlclient15/16/17/18/18-dev etc) meaning it is more likely to work.

chmod 777 samp03svr announce samp-npc
./samp03svr

check server.cfg to ensure your loading plugins etc correctly.

If its a VPS then it will most likely require 64 bit due to parent machine having more than 8gb of RAM.
