I have a Windows VPS 1GB of ram. I tried to make a samp server, I tried port-forwarding with UCP/TCP and UCP and TCP only but the server still doesn't work. Whats the issue?

Do you own the VPS or do you pay for it?

If you're running it off the same network you need to type in the IPv4 address not your IP Address

For example not 32.43.12.213
This is what you need - 192.168.1.1 (IPv4 Address)
If you're running the server of the same computer you're trying to play it on or server in your case you need to use 127.168.1.1

I uploaded the server files to the VPS via FileZilla, booted the server up in the VPS website and it does not want to go live.

This is not true man. This is his local IP; which does not have to be IPv4 formatted. Can be IPv6 too. Anyway.

Set up your firewall to allow both the process ( .exe ) and the ports.

Disabling your firewall is the most terrible idea one can come up with.
