I need an arrest system,If I am TEAM_POLICE and the other guy is TEAM_ROBBER I would be able to type /cuff [id] (ONLY if the TEAM_POLICE is near TEAM_ROBBER it works and if TEAM_POLICE gets far away TEAM_ROBBER the count down stops and nothing happens) and a timer starts counting down from 5 and when the timer finishes TEAM_ROBBER guy gets frozen and then the TEAM_POLICE guy could type /arrest [id] and enter TEAM_ROBBER's ID and put him in jail.
