In Windows 7 + Windows 10 it's working smoothly without errors for me.
I believe you dont have installed "graphic card driver" or anyother driver that requires for GTA-SA/SA-MP/Windows!

Try reinstalling / upgrading your driver, - your drivers may have been messed with when you upgraded to Windows 10.
