Is your server on root name? I mean the root user?

Next time just type this CMD to stop the server: kill all samp03svr . Than to start agian use: nohup ./samp03svr &. So you will not need to give permission to the any file again! Remember you must have full access to the server files!

******. This isn't SA-MP specific. If you don't know the first thing about Linux, why are you using it as a server operating system?

Wait, what? If you don't have any other users then it's really no wonder you have problems with permissions. The first thing you do after having installed the OS is creating a new user which will run the SA-MP server (adduser command). Use the user with less privileges for the day to day business and only use the root account for stuff that absolutely requires root, such as updating packages.

Using the root user wouldn't inherently give any kind of permission problems, although it's always a good idea to use another user for obvious security reasons.

Because in linux there is a bug or maybe a feature.
linux differs capital and small alphabets .
e.g.
PHP код:
streamer.so
is differ filename in linux from
STREAMER
.SO 
and windows does'nt differs it so that's the main reason.
