I don't believe such a thing is yet released, a "best mysql based admin system?", what would your criteria be?
For me "the best", as in what I could learn from it and the features it has was
0Admin, it uses SQL, but in a SQLite variant which is native supported by the server. It's really really old nowadays and I give you no guarantee that it'll work with the latest server.
I don't like any MySQL plugin released here, they all have even a tiny crucial bug which is why I tend to go around them any way I can.
